The Assembly on Sunday passed three Bills – the AP Rights in Land and Pattadar Passbook (Amendment) Bill, 2023, the AP Dotted Land (Update in the Resettlement Register) (Amendment) Bill, 2023, and the AP (Andhra Region) Inam (Andhra Region) ) Abolition and Variation in Ryotwari) (Amendment) Bill, 2023.
Two more bills were also introduced in the assembly.
The Land and Pattadar Passbook (Amendment) Bill empowers Urban Local Bodies (ULBs) for an internal process of issuing certificates of ownership from the records available with the Revenue Department for those who do not have any documents (except property tax receipts) ) To certify the ownership or possession of the land/building duly issued by the concerned ULB.
The said amendment is necessary for the review of the Record of Rights on Land Act, 1971, made by the State Government in respect of both villages and ULBs.
In terms of the provisions of the AP Dotted Lands (Update in the Resettlement Register) (Amendment) Bill, there is a provision to remove ‘vacant land’ and ‘andhanam’ land from the list of properties prohibited under Section 22-A of the Registration Act of 1908. AP Dotted Lands Act.
With regard to the AP (Andhra Region) Inam (Abolition and Conversion into Ryotwari) (Amendment) Bill, for its objects and reasons it was stated that the AP (Andhra Region) Inam (Abolition and Conversion into Ryotwari) Act, 1956 was for the tenants rights have to be protected.
In cases where there is no tenant for an inam land and if the tenant’s share is vested in the inamdar, it is nothing but to benefit the inamdar as compared to other inamdars who have tenants.
This provision is considered against the principles of natural justice, therefore there is a need for amendment in the said Act to bring such land under the government in larger public interest.
These bills were introduced by the Minister of Revenue and Registration and Stamps, Dharmana Prasad Rao.
Municipal Administration and Urban Development Minister Audimalapu Suresh introduced the Andhra Pradesh Education (Amendment) Bill, 2023 and the Andhra Pradesh Public Libraries (Amendment) Bill, 2023.
